Eligibility for FutureSkills CTI Training
The following are eligibility guidelines and documentation required for FutureSkills CTI grant funded training.
Only Massachusetts residents are eligible for FutureSkills programming. Massachusetts residency may be documented using any one of the documents listed below:
- Utility bill dated within the last three months
- Current and valid state-issued ID (including, but not limited to a MA Driver’s License)
- Government mail received in the past 60 days (including property tax or excise tax bill)
- Current Firearm ID card
- Current bank statement
- Current pension statement
- Current auto or home insurance policy
- Current lease agreement
You must be legally authorized to work in the United States of America. Work authorization can be met with proof of UI receipt (currently collecting). Otherwise, work authorization must be demonstrated through the documents listed below (click image to enlarge):
One document from List A establishes both identity and employment authorization or one document from List B establishes identity and one from List C establishes Employment Authorization.

- Alien Registration Receipt Card
- Passport
- School ID card with photograph
- Native American tribal document
- Individuals under the age of 18 who are unable to present an above document may present a school record, report card, or clinic, doctor, or hospital record.
You must be unemployed or underemployed. See the definitions below
1. Unemployed – an unemployed individual is defined as an individual who is not employed at the time of enrollment in the program. Examples of forms of documentation that can be accepted for proof of unemployment include:
- Proof of collecting unemployment
- Letter of unemployment verification
- Screenshot of UI account
- Tax form for proof of no income (e.g., 1040 form)
2. Underemployed – an underemployed individual is defined as an individual who is earning less than 60% of the Median Household Income. For the Central Region, 60% MHI is $56,100 per year or $27.00 per hour. Examples of forms of documentation that can be accepted for proof of underemployment include:
- Pay Stubs – a minimum of 1 pay stub dated within the past six months
- Direct Deposits – Proof of bank records for direct deposit payments
- Tax Forms – must indicate your income over the past year. A 1040 or 1099 is acceptable if you are self-employed.
- Offer Letter/Employer Letter – must detail pay rate/annual salary. Alternatively, any letter from a current employer that details your salary/wage would be acceptable.
- Proof of Public Benefits – if you receive income-based public benefits, you are automatically eligible for FutureSkills. Proof of receipt of these benefits may include letters, deposits, or EBT cards. List of public benefits includes, but is not limited to:
TANF (Temporary Assistance for Needy Families) benefits
- SNAP (Supplemental Nutrition Assistance Program) benefits
- SSI (Supplemental Security Income)
- SSDI (Social Security Disability Insurance
